Uma Maheswari, a qualified PG who taught English in a private school in Erode, quit the private school when she cleared the Teacher Eligibility Test (TET). Two years later she is still waiting for her appointment order. “I was earning Rs. 29,000 a month as I was an English teacher with PG degree. Now I don’t have a job,” she rues.

She is among the 7,000 candidates, who despite high scores in the TET exams conducted by the Teachers Recruitment Board (TRB) in 2013 have not been offered jobs.


Scoring system
“We have lost the chance due to the change in weightage structure,” said J. Priya a candidate who had scored 110 and yet not placed. The new structure is calculated based on the marks scored by a candidate in Class XII, degree, teacher education and TET.

“My son who had scored 87 per cent in the 2012 test did not qualify as per the rules that existed then. In 2013, he scored 102 marks, yet he has not got the job. But nearly 3,000 candidates with lower marks than him have been placed,” lamented R. Duraipandi, father of a candidate from Ramanathapuram.

Criteria confusion

Until 2013, the rule was that candidates with 90 marks out of 150 in TET were declared eligible. But just before the Lok Sabha elections, following protests from the SC/ST category candidates, the eligibility percentage was reduced to 55 per cent for all candidates. The government also introduced a new evaluation scheme.

Under the new scheme, 15 per cent of the marks scored each in the degree and teacher education degree were taken and 60 per cent of the mark scored in TET is added to it. This is then added to the total marks scored in Class XII.

“We don’t understand how the government came up with such a system. Some of us have taken the Group 1, others have taken Group 4, and marks will vary drastically. Besides, some of us have qualified from autonomous colleges where the valuation is different from government colleges. Around 15,000 candidates attended the certificate variation before the relaxation was announced. All those who have been appointed had qualified Class XII less than 10 years ago. They are the beneficiaries of the government’s decision to evaluate students more leniently in Class XII,” explained Ms. Priya.

On Sunday, the candidates presented a petition to the Chief Minister’s cell seeking her intervention.

“We took the test with great anticipation and desire to serve the government. We hope the government would make true our dream of becoming teachers,” said M. Jayakavitha Bharathi, a candidate from Harur.

CTET का शेड्यूल जारी, दो चरणों में होगा एग्जाम


सरकारी और प्राइवेट स्कूलों में शिक्षक की नौकरी के लिए अनिवार्य सीबीएसई सेंट्रल टीचर एलिजिबिलिटी टेस्ट(सीटीईटी) का सीबीएसई ने शेड्यूल जारी कर दिया है। 

प्रवक्ता अनुसार 21 फरवरी को सीटीईटी दो चरणों में होगा। पेपर-2(टीजीटी) सुबह 9.30 से 12 बजे और पेपर-1(जेबीटी) दोपहर 2 से 4.30 बजे तक होगा। परीक्षा के लिए 4 से 28 दिसंबर तक ऑनलाइन आवेदन स्वीकार किए जाएंगे।

इसके लिए सातवें वेतन आयोग ने एक चार्ट प्रस्तुत किया है 

नए फ्रेश ज्वाइन करने वालों को अपने ग्रेड पे में पहले सैल में लिखी सेलरी - बेसिक सेलरी होगी , उदाहरणार्थ 4600 ग्रेड पे की बेसिक सेलरी 44900 फिक्स होगी । 

अन्य कर्मियों को स्लेरी निम्न फॉर्मला से कैलकुलेट करनी होगी -

अपनी बेसिक + ग्रेड पे सेलरी को जोड़िये और उसका गुणा फिटमेंट फार्मूला पे  (उदाहरणार्थ 4600 ग्रेड पे का 2.62  है ) से कर दीजिये ,
उसके बाद जो सेलरी आये , टेबल में अपनी ग्रेड पे कॉलम में उसके बराबर या उसकी अगली पे को देखिये , यही आपकी नयी बेसिक सेलरी होगी 

Pay Fixation in the New Pay Structure
5.1.28 The fitment of each employee in the new pay matrix is proposed to be done by
multiplying his/her basic pay on the date of implementation by a factor of 2.57. The figure so
arrived at is to be located in the new pay matrix, in the level that corresponds to the
employee’s grade pay on the date of implementation, except in cases where the
Commission has recommended a change in the existing grade pay. If the identical figure is
not available in the given level, the next higher figure closest to it would be the new pay of the
concerned employee. A couple of examples are detailed below to make the process amply clear.
5.1.29 The pay in the new pay matrix is to be fixed in the following manner:
Step 1: Identify Basic Pay (Pay in the pay band plus Grade Pay) drawn by an employee as on
the date of implementation. This figure is ‘A’.
Step 2: Multiply ‘A’ with 2.57, round-off to the nearest rupee, and obtain result ‘B’.
Step 3: The figure so arrived at, i.e., ‘B’ or the next higher figure closest to it in the Level
assigned to his/her grade pay, will be the new pay in the new pay matrix. In case the value of
‘B’ is less than the starting pay of the Level, then the pay will be equal to the starting pay of
that level.


Example I
i. For example an employee H is presently drawing Basic Pay of ₹55,040 (Pay in the Pay
Band ₹46340 + Grade Pay ₹8700 = ₹55040). After multiplying ₹55,040 with 2.57, a
figure of ₹1,41,452.80 is arrived at. This is rounded off to ₹1,41,453.
ii. The level corresponding to GP 8700 is level 13, as may be seen from Table 4, which
gives the full correspondence between existing Grade Pay and the new Levels being
proposed.
iii. In the column for level 13, the figure closest to ₹1,41,453 is ₹1,41,600.
iv. Hence the pay of employee H will be fixed at ₹1,41,600 in level 13 in the new pay
matrix as shown below:



Example II
i. Take the case of an employee T in GP 4200, drawing pay of ₹20,000 in PB-2. The Basic
Pay is ₹24,200 (20,000+4200). If there was to be no change in T’s level the pay fixation
would have been as explained in Example I above. After multiplying by 2.57, the
amount fetched viz., ₹62,194 would have been located in Level 6 and T’s pay would
have been fixed in Level 6 at ₹62,200.
ii. However, assuming that the Commission has recommended that the post occupied by
T should be placed one level higher in GP 4600. T’s basic pay would then be ₹24,600
(20000 + 4600). Multiplying this by 2.57 would fetch ₹63,222.
iii. This value would have to be located in the matrix in Level 7 (the upgraded level of T).
iv. In the column for Level 7 ₹63,222 lies between 62200 and 64100. Accordingly, the pay
of T will be fixed in Level 7 at ₹64,100.

School teachers in the State have planned to intensify their protest in support of their demand to rectify pay anomaly.

According to the teachers, the anomaly in pay scales of teachers of Central and State government schools had crept in during the implementation of the Fifth Pay Commission. The State has employed around 3.5 lakh teachers in government and aided schools of which 2.4 lakh teachers are employed in the government sector.

The teachers now get Rs. 8,000 a month while those under Central government get Rs. 13,500.

P.K. Elamaran, coordinator of the Joint Action Council of Tamil Nadu Teachers’ Association, the umbrella organisation for 18 associations representing school teachers in the State, says when the Fifth Pay Commission was implemented, the teachers were left out. “We are not demanding a pay hike but only asking the government to set right the pay anomaly,” he says.

“There was a shortage of teachers in the late 1980s. In 1988, the government mooted the idea of appointing those with class XII qualification as trainee teachers for primary sections. The scheme was scrapped the next year itself. But, the Rajeev Ranjan Commission that looked into the Pay Commission anomaly maintained that the teachers were of the office assistant grade and hence the salary component was determined accordingly,” Mr. Elamaran says.

Pension woes

According to him, even those teachers had earned college degrees. “There are a lot of people who are waiting to clear the Teacher Eligibility Test but it has not been conducted since 2011. That year the test was conducted three times,” he adds.

“We also want the old pension scheme restored. Often teachers get government jobs only when they reach the age of 35. The retirement age is 58 after which pensions see us through. The new pension scheme denies even this benefit to us,” he contends.

Their other demands include unveiling a separate education policy for the State, which would focus on the need for Tamil as medium of instruction and recognising SC/ST teachers who had completed their teachers’ degrees.

The teachers propose to gherao the Directorate of Public Instruction on December 4 to press for their demands.
